Once the recommendation has been reviewed and any question or comments answered and received the owner must assign the recommendation implementors.

These are the people who will be implementing the recommendation. As the recommendation owner you will retain ownership of the recommendation and once all the actions have been completed you will return the recommendation to the ADH/AM responsible owner.
